OpenStack development is done on github in a shared and open manner. In the QA realm, Tempest code is managed in the same way, but each provider/deployer seems to have their own set of acceptance tests behind closed doors. It is hard to see what advantage this situation is for any one involved. It would be good to understand why this is happening and what needs to be done to bring more tests under the open umbrella. The goal is to have a real acceptance test in a shared repository.
